HISTORY OF CARMONA WATER DISTRICT


Municipal Resolution No. 002-97 dated January 27, 1997 gave way to the birth of Carmona Water District. Under this resolution, Carmona Water District shall have exclusive power to raise revenues, promulgate rules and regulations, run and manage the water utility pursuant to the provisions of Section 27, Title II of Presidential Decree 198 known as the Provincial Water Utilities Act of 1973.

Later on, this resolution was amended by the Sangguniang Bayan on November 18, 1998 under Municipal Resolution No. 077-98 creating the Carmona Water District and the designation of its Board of Directors. Since, Carmona Water District was still a non-self-supporting utility at that time, the Municipality of Carmona provided CWD a monthly subsidy of Ph15,000.00 for a period of one (1) year to assist the district in its daily operations, supervision, and management.

Carmona Water District was first located at San Jose Street, Barangay 2, Carmona, Cavite. CWD is a non-profit and a Government-Owned and Controlled Corporation which was created to provide water service under Level III System to all cities and municipalities outside Metro Manila with more than 20,000 population. The Level III Systems means sufficient, safe, and potable water for all households.

On April 27, 1997, the Local Water Utilities and Administration (LWUA) – an agency created to assist provincial urban water-users through loans, training and other forms of assistance, awarded a Certificate of Conditional Conformance Number 561 to Carmona Water District. This marked the inception of Carmona Water District with its first General Manager Engr. Teddy Medina who served the district for two (2) years and later was succeeded by Mr. Edison L. Sarmiento, Jr., who served the district for fifteen (15) from 2000 to October 2015. Starting November 2015, Engr. Aniline B. Francia assumed the Leadership as the 3rd General Manager of CWD who brought major positive changes to the District at the onset of her assumption into office.

With the increasing number of concessionaires, CWD was challenged to respond to this demand with its sustained commitment of providing clean, potable and affordable water to all its customers.

Fortunately, through the concerted efforts of its employees and the good leadership and sound management, CWD has surpassed these challenges. Back in August 2006, the District been categorized by LWUA as BIG (from its original Small Category), having reached a remarkable of 5,000 service connections that year. And that has been a big leap for the Carmona Water District. CWD is now under Category B as approved by LWUA last 2015.

After eleven (11) years of renting an office space, CWD has successfully moved to its newly constructed office building at Block 8, Lot 8, Joy St., City land Subdivision in Mabuhay, Carmona, Cavite last May 28, 2008.

After Twenty Four (24) years in public service providing clean, safe, and potable water and services to the town of Carmona, CWD has greatly improved from just starting with a single well to having acquired new Eighteen (18) Pumping Stations (PS) servicing more than 16,000 concessionaires in various locations such as the City Land PS 1 (City Land, Barangay Mabuhay), City Land PS 2 (Sugar Road, City Land, Barangay Mabuhay), Cabilang Baybay PS1, Cabilang Baybay PS2, City Land Mabuhay PS 3, Mabuhay PS (LTO), Maduya PS (Barangay Maduya), Villa Sorteo PS (Barangay Milagrosa), Carmona Public Market PS (Barangay Maduya), Bancal PS 1 (Governor’s Drive, Barangay Bancal), Bancal PS 2 (Abandoned Road, Barangay Bancal), Barangay PS 3 (Abandoned Road, Barangay Bancal), Bancal PS 4 (Malinis Compound, Barangay Bancal), Villa Alegre PS (Barangay Mabuhay), Milagrosa Phase 4 PS (Barangay Milagrosa), Bancal PS 5 (Governor’s Drive, Bancal), Monte Carlo PS (Bancal), Lantic PS (Barangay Lantic), and Carmona Elementary School PS (Barangay 8, Carmona).

Through the years, Carmona Water District has been continuously meeting its objective of supplying safe, clean, and potable water to all the constituents of Carmona and promised to continue doing it as a living manifestation and testament of its Mission and Vision.

Proudly, Carmona Water District is now ISO Certified 9001:2015 and 14001:2015.
