The Office of the Municipal Mayor of Carmona Cavite headed by Honorable Dahlia A. Loyola and the Carmona Water District, headed by General Manager Engr. Aniline B. Francia, together with Engr. Ma. Nieves Mañabo, Head of the Engineering Division, and Mr. Carlo Jay C. Manansala of the Admin Division joined forces as they hosted the site visit at CWD Septage Treatment Plant Facility (SpTP), which was held on October 11, 2022, at Mayor’s Blvd., Maduya, Carmona, Cavite.

Among the distinguished guests of honor from the Local Government of Gumaca, Quezon who participated at this significant event are Honorable Mayor Webster D. Letargo, Mr. Ronald Aldwin Cortes of MENRO, and Engr. Aireen Ubas, Municipal Engineer. Notable visitors who participated from the Gumaca Water District are General Manager Engr. Darenn Jay. F. Alpuerto, Ms. Noriet D. Morillo, Ms. Rica N. Malveda, members of the Board of Directors, and Ms. Amelia C. Alvaro, Sr. Accounting Processor A/HRMO Designate. Also present at the site visit are the delegates from the Local Water Utilities Administration (LWUA), headed by Engr. Belinda M. Javier, Principal Engineer A, DD/WSSPDD Engineering Sevices, and Engr. Maria Eda Emma B. Censon, WUDO Chief/Management Advisor.

The program started at the Penthouse of the Municipal Hall of Local Government of Carmona, with an AVP presentation prepared by the Carmona Water District, which exhibited the concept behind the SpTP project construction and a walkthrough prior to its inauguration on July 8, 2022. All participants then proceeded to the CWD Septage Treatment Plant Facility, for the actual tour of the facility, in which the hosts proudly guided all participants and explored the different parts of the facility, its safety and security features, as well as the materials and machineries used for its operation.

The establishment of Carmona Water District’s Septage Treatment Facility was formulated through the different laws and mandates such as the Clean Water Act of 2004, the National Sewerage and Septage Management Program (NSSMP), Water District Law or the PD 198 Sanitation Code and Municipal Ordinance No. 017-2013 as supplemented by Municipal Ordinance No. 3-2019 became the basis of compliance for the constriction and implementation of Septage Treatment Facility.

The construction of SpTP underwent a Public Bidding last December 2020 using the agency’s Corporate Fund. The SpTP has a capacity of 20 cmd and it is still expandable to twice its capacity due to an additional 20 cmd holding tank. The treatment will be up to tertiary process in accordance with DAO 2016-08 and DAO 2021-19. The project was then awarded to Chemical Research Products Industrial Sales, Inc. last March 9, 2021, followed by a Notice to Proceed signed last April 7, 2021. CWD Management also ensures compliance with laws by securing permits and licenses needed for its operation.
